From 1 November 2016, maritime security identification card (MSIC) issuing bodies will be able to issue a new role-specific white MSIC. It is issued to staff and contractors of issuing bodies who are directly involved in the issue of an MSIC (and that do not require a blue MSIC).
The white MSIC will do this by providing formal evidence of a valid background check. The white MSIC cannot be used to physically facilitate access at maritime ports or offshore facilities.
At a glance
- Issuing body staff and contractors involved in the issuing of an MSIC will need to hold a valid MSIC (either blue or white).
- White MSICs cannot be used to facilitate access to maritime security zones.
What is a white MSIC?
A white MSIC is the same as a blue MSIC, the only differences are the card is white in colour and the applicant has a different operational need. The white MSIC operational need is for issuing body staff and/or contractors that require a background check but do not require access to maritime security zones.
Is the background check different?
No, the background check for a role-specific white MSIC applicant is the same as for a blue MSIC applicant.
Can a white MSIC be replaced with a blue MSIC?
Yes, if evidence of operational need is provided.
What are my obligations as a white MSIC holder?
White MSIC holders have similar obligations as blue MSIC holders (for example, reporting offences and name changes). However, white MSIC holders do not need to display or return the card because they cannot be used to enable an individual to enter / access or remain unmonitored in a maritime security zone.
